Delay To New Refinery Adds To Vietnam's Downstream Woes

The delay to construction of the Nghi Son refinery is the latest downstream setback in Vietnam. It will slow PetroVietnam's strategy of diversifying refining feedstock away from domestically produced light sweet crudes better preserved for the lucrative export market.
