BMI View: China's Lu'an Mining Group has announced that it has started construction work on its 86,000 barrels-a-day coal-to-liquids plant in Changzhi, in Shanxi province. Although the synfuels industry is still at its early stages in the country, the fact that China holds the world's third-largest coal reserves has pushed state-owned Shenhua and other, smaller companies to spearhead the development of CTL technology. Thanks to its large production of high-quality anthracite coal and the original inclusion of coal-bed methane reforming in its Changzhi project, Lu'an will have a decisive advantage over some of its competitors.
