BMI View: Libyan production figures continue to point to its incredible upstream recovery. However, continued instability threatens this momentum and is a particular danger to crucial reforms which could be implemented after the July 7 2012 elections. The authorities' obsessive focus on output could also prove self-defeating in a time of falling prices.
