BMI View: Despite the Mexican Institutional Revolutionary Party's failure to achieve a supermajority in Congress, incoming president Enrique Pena Nieto's quest for energy reform is not dead. However, considering that state-owned Pemex cannot be removed from larger political debates, it is more likely we will see some incremental rather than wholesale change.
