Brazil Plan To Draw IOC Interest From Bolivia Falters

Brazil's plan to bring forward its eighth licensing round to take advantage of oil company disillusionment with Bolivia appears to be flailing, with management restructuring at national hydrocarbons regulator ANP and complaints from potential bidders delaying the August tender date. The original bid date had been in November, but following the Bolivian seizure of all gas assets in June, the government saw an opportunity to attract energy firms disgruntled by the actions of other, less welcoming, Latin American states. However, the head of ANP has now been quoted as stating that the bidding round is unlikely to proceed before October
