Russia's industry and energy ministry has said that spare oil and gas pipeline capacity will increase to between 20% and 25% by 2015. Speaking at a Houston conference on February 13, deputy director of the ministry's fuel and energy department Sergei Mikhailov outlined various pipeline plans designed to diversify export routes for Russian crude. Claiming that this diversification would make Russian exports more reliable, Mikhailov stated that this would depend on the consistent implementation of existing projects. These include the Eastern Siberia-Pacific Ocean (ESPO) and the Burgas-Alexandroupolis crude oil pipelines and NordStream (previously known as the North European gas pipeline).
