Edging Closer To Reform But Outlook Remains Unpromising

Mexican President Felipe Calderón's attempts to reform Mexico's oil industry, which have met with resistance in the Mexican legislature, have received a moderate boost after a senate committee drafted and approved a compromised proposal that marginally expands the scope for private investment in the country's oil sector.
