After Serbia's parliament approved a deal in September 2008 to give Russian state-controlled Gazprom Neft a majority stake in Serbia's Nafta Industrija Srbije (NIS) in exchange for the country's inclusion in Gazprom's South Stream gas pipeline project, the finalisation of the deal seemed imminent.
