Brazil's lower house of Congress on February 25 approved a bill that would create a fund to invest oil revenues in education, health, the environment and other social and economic development projects. The bill is the third in a package of four reforms aimed at overhauling the country's oil legislation to give the state greater control over the country's vast and potentially lucrative offshore subsalt reserves.
